Liability Insurer for Design/Construction Team

This liquefied natural gas (LNG) receiving and regasification facility includes two LNG storage tanks, each with a nominal volume of 160,000 cubic meters, for a storage capacity of 320,000 cubic meters (6.9 billion cubic feet) and a total vaporization rate of 1.5 billion cubic feet per day. The facility has the capacity of unloading up to 200 ships per year.

The natural gas is transported through a 9.6-mile long, 36-inch diameter send-out pipeline from the facility to another location, where a major point of interconnection for a number of intrastate gas pipeline systems is located.

The final contract price, delivered through an EPC contract, was approximately $610 million.

The owner sought a successful completion of the project within budget and on schedule.

Helmes&Co was contracted to monitor the performance of this project through a nonintrusive means of data collection and independent reporting.

In response, we provided oversight services that were organized using an electronic dashboard that monitored risk in critical areas, including:

  • Budget
  • Schedule
  • Technical matters
  • Process functions

The monitoring effort was focused on the actions of the professionals insured by our client, as well as actions by the project owner during the course of the project execution. On a monthly basis, we received project performance data, including logs of RFIs and pending issues and schedules.

Our client received contemporaneous project performance information so as not to be surprised by any issues that could affect the completion of the project.
